Overlooking York’s historic city walls, Valerian at Foss Islands Road is a purpose-built student accommodation (PBSA) development that has transformed a prominent brownfield site, formerly occupied by a car rental business, into high-quality student accommodation.
The five-storey development provides 133 studios, including seven fully accessible studios, together with extensive communal and well-being amenities. These include co-working and study spaces, indoor and outdoor fitness areas, a cinema room, games and social spaces, laundry facilities and landscaped external areas, alongside provision for 100 cycles.
Sustainability and connectivity were central to the scheme, which achieved BREEAM Excellent, EPC A and WiredScore Platinum, creating an energy-efficient, digitally connected development designed to meet the needs of modern student living.
The highly constrained site presented several challenges, including Party Wall matters and securing adjoining buildings ahead of demolition.
Potential archaeological significance also required investigations agreed with the local authority and City of York Archaeologist. Programme allowances mitigated the risk of delay, with only minor findings identified and works progressing as planned.
RPP provided Project Management, Cost Consultancy, Employer’s Agent, CDM Principal Designer, Party Wall and Quality Monitoring services throughout the development.
Our multi-disciplinary approach supported the effective management of cost, programme, quality and complex site constraints, with the scheme completed on programme and within budget ahead of the 2026 student intake.
